How to tell if the Battery charger or battery is not working?

I do not know if it is the battery or the charger that is not working. My cellphone (casio g'zone) never fully charges. I just bought a new battery off of ebay and I am having the same problems.
I purchased the battery on ebay. I do realize that dishonest sellers pass off used batteries as new. The battery looked new. There were no scrarches or marks like on my old battery. Could it possibly be the phone itself.

If you already bought a new battery and didn't work then is pretty safe to assume that the charger is not working.

If the charging is done with the charger plugged to the phone then it could also be the phone.

Try cleaning the battery contact, if there is no good contact then you wont get a good charge.
